Job Title: Supervisor OMS Appl Dev & Support
Location: Pittsburgh, PA. (hybrid role ) / Open to relocate

Overall Purpose:
The Supervisor will provide necessary definition, development, and
deployment of the Systems Development Life Cycle (SDLC) strategy by
supervising Systems Analysts and Software Engineers, preparing
staff performance evaluations and career development activities
under the direction of the Manager. Supervises department and
overall expectations pertaining to setting accurate schedules,
costs and resources while ensuring delivery against department
goals and objectives. The Supervisor assists in development and
management of metrics and improvement of processes. The team of
resources to be supervised are responsible for and/or interface
with Duquesne Light's Operations Applications which include Outage
Management System; Fleet Maintenance; Work and Asset Management;
Engineering design applications such as GIS and CAD; Electrical
System Modeling, Design and Planning tools; Meter testing; Relay
Maintenance; Physical Security and Access systems; and other
current and legacy applications related to the operation of the DLC
Electric Distribution enterprise.
Provide Support of the OMS System, specifically data acquisition
issues: Front end Communication processor issues, communication
technologies using analog, digital (DDS), DNP3, frame relay or
MPLS, protocols used by the OMS system to collect data from field
Remote Terminal Units (RTUs), for the Outage Management System
(OMS). Actively assist with maintaining the OMS asset database,
ports, data services. Provides support and maintains compliance
with CIP Standards. This job involves the support of applications
during critical weather conditions, reduction of the enhancement
request backlog, application documentation, reducing ticket count
and providing minor enhancements. Job requires interaction with the
OMS field operating and engineering user groups to resolve issues
and participate in on-call rotation, as required, to support the
operations department and maintain high OMS and supporting systems
availability.
Maintain awareness of new developments in Data Acquisition and OMS
technology as applied to power system control and operation.
Provide assistance, especially during storms, by filling the role
of OMS Support within the Storm Team.
Job Responsibilities:
Responsible for supervising on one or more project teams,
application development, integration, and modification activities,
as well as related maintenance and support.
Participating in project planning sessions with team members to
analyze Business IT requirements.
Understanding the existing application from a functional and
technical point of view and provide the solution accordingly
Engaging and provide interactions with OMS clients.
Maximize Data Quality: Support the Business Analytics team to
determine the company's current data quality and maturity levels;
assist in the development of an OMS data quality strategy; and
reinforce the roadmap for measurable data quality improvement
across the OMS System.
Provide technical, procedural, and functional support for the
Outage Management System.
Working with project team to define and design project scope.
Developing and integrating applications per written
specifications.
Translating business and technical requirements into application
modules.
Utilizing at least one programming language or software
technology.
Navigate Structured and Unstructured Data: Undertake an inventory
of all data, determining its format, security, ownership, and
quality. The result could be new storage needs. Collaborate with
the Business Analytics team to also determine which data should -
and shouldn't - be captured.
Supervising the preparation and presentation of status updates for
team assignments and projects.
Supervising and reviewing modifications to existing software
applications and modules in accordance with written specifications
and industry standards.
Supervising the development of software application modules using
disciplined software development processes.
Supervise the testing and implementation of application modules
which have been developed or modified, ensuring each application
meets needs of client and business.
Providing ongoing maintenance of client/server applications or
tools,
Handling Tier II support issues (tickets) within area of
expertise.
Participating in project planning sessions with clients, business
analysts, and team members to analyze requirements and provide
design recommendations. Defining and developing the project scope
of multiple projects with assistance from the project team.
Assessing/developing recommendations for buy vs. build
decisions.
Supervising and/or assisting in developing internal solutions and
implementing 3rd party solutions.
Coordinating with cross-functional teams (e.g. IT applications,
Operations, IT infrastructure, IT telecom, Customer Service etc.)
to develop plans and end-to-end solutions.
Providing design recommendations, developing application and custom
integration solutions including major enhancements and interfaces.
Responsible for writing specifications.
Translating business and technical requirements into
cross-functional business application systems and business
processes. Utilizing multiple programming languages and software
technologies. Acting as an industry class expert in a particular
technical discipline.
Preparing and presenting status updates for various projects to all
levels of the organization.
Making complex modifications to existing software applications and
modules in accordance with high level specifications and industry
standards using disciplined software development processes.
Implementing cross functional systems which have been developed or
modified, ensuring system meets needs of client and business.
Providing ongoing maintenance of applications or tools Handling
Tier II and Tier III support issues (tickets) within area of
expertise. Guides root cause investigations.
Represents and participates in industry forums and user groups.
Supervisory:
Supervise, coach, and mentor a team of System Analysts and Software
Engineers. Responsibilities include assigning tasks, resource and
project scheduling, performance management, 1-1s, etc.
Preferred Qualifications:
A Master's of Science in IT or Engineering, with supporting
conflict management and leadership experience a plus.
Strong interpersonal and leadership skills with experience managing
technical teams.
Effective communication and organizational skills, and the ability
to exhibit sound judgment and express verbal and written
information effectively.
Strong use of MS Word, MS PowerPoint, MS Excel, MS Visio.
Able to effectively prioritize and execute tasks in a high-pressure
environment with aggressive project timeframes.
Experience working in a team-oriented, collaborative
environment
