Location DescriptionThe Bloomsburg, Pennsylvania facility is
1,120,845 square feet and home to about 470 hard working team
members who are proud to produce iconic pet food brands like
Kibbles 'n Bits-- and 9Lives--. This location has a cannery that
produces wet dog food and there is also a Distribution Center
on-site. Bloomsburg is home to Bloomsburg University, a municipal
airport, a landmark Town Park with many acres of recreational
activities, and has one of the largest and longest running fairs in
the country. With so much to do and see, Bloomsburg is a great

Responsibilities JOB FUNCTION
The purpose of this job is to provide engineering project
management and engineering services to support and help
manufacturing facilities. Job duties include project development,
project implementation, problem solving, option development,
meeting facilitating, team leadership and oversite of contractors
and outside Engineering Project Managers. Will help with capital
planning for the future. Will be responsible for completing job
duties in a manner that supports safety, food safety, quality, and
the environment.
JOB ACTIVITIES/DUTIES
Provide engineering and technical services to all departments.
Run successful problem solving meetings.
Develop several options/alternatives for all projects.
Work with and communicate with all levels of the organization.
Willingness to support and be a member or lead successful project
teams.
Utilize existing Project Installation Standard Work Document.
Select, hire and manage engineering consultants.
Manage multiple assigned engineering/technical service projects
establishing manpower, budgets, scheduling, equipment, and
materials.
Control project schedule, costs and quality.
Stay abreast of, evaluate and select appropriate facilities,
equipment and technology.
Prepare analysis of new and existing facilities, technologies and
systems.
Facilitate project meetings as required. Error on over
communication.
Maintain an up-to-date awareness of Federal, State, and Local
engineering codes and regulations.
Conduct feasibility studies and cost - benefit analysis.
Provide construction management and start-up management.
Review ergonomics, safety requirements and sanitation/GMP/food
safety aspects of assigned projects.
Participate and be an active member of the engineering department
to foster teamwork and provide excellent customer service.
Provide training and educational services to all departments when
applicable.
Conduct discussions with internal customers to obtain input and
communicate project plans.
Identify and implement projects to save costs, improve our
business, and grow our business.
QualificationsEducation: Bachelor degree in engineering required.
In lieu of degree, 10+ years of relevant experience; Extensive
knowledge of project management and construction required. Graduate
studies in business, management, or engineering desired. PMP
Certification and/or PE license is desirable. Experience: Cereal
processing experience is a plus. Minimum 10 years of experience
including project management, process or facility design and
contractor management in a process environment. Proven management
experience of large, complex, multi-million dollar projects is
required. Must be well rounded with grasp of many engineering
disciplines, construction disciplines, as well as plant operations.
Technical Skills: Ability to formulate and execute extremely
complex plan for significant multi-million dollar projects that
when complete, will meet project or company goals; In-depth
engineering analysis and design. In-depth project scheduling; Sound
analytical thinking; Ability to design, construct, and start-up
facilities, processing, and utility systems of significant
magnitude. Management Skills: Ability to manage extremely complex,
multi-million dollar projects from concept to completion; ability
to develop and organize an effective design team to meet project
goals, either from in-house or outside company; ability to work
with people; ability to lead project team to successful development
of project scope and implementation of project. Strong
organizational skills. Must be able to leverage external
engineering resources.
Travel: Significant travel will be required for project management
activities in Lawrence, KS, Bloomsburg, PA and Meadville, PA.
Other: Must be able to read, write, and communicate in the English
language.
JOB COMPLEXITY
Relationships: Internal - Extensive interaction with many
departments and all levels of employees to exchange information and
develop complex projects. Interact with and present information to
executives. Participate in strategic planning and influence
decisions on major multi-million dollar projects and business
plans. External - Develops strong working relationships with design
professionals, suppliers, contractors, city officials, & regulators
to develop projects, resolve problems, and execute projects.
Exchange information with professional peers and consultants.
Extensive negotiation and communication required. Problem
Solving:
Must plan, establish budgets, schedule and coordinate resources to
meet goals, budget and time restraints on large, complex
projects.
Must develop technical and business solutions to complex problems
or tasks and implement and manage to completion.
Solutions must consider budget, time frame, regulatory, and
customer service.
Must develop consensus and lead project team in developing project
scope and implementation.
Independent decision making required on major issues with limited
information.
JOB ACCOUNTABILITY
Work Structure: Incumbent organizes own work to complete
assignments. Requires self-directed actions and independent
decision-making on major issues. Responsibilities: Responsible for
annual project portfolio up to 20MM. Responsible for design,
procurement, construction, and start-up. Supervises, coordinates
and schedules work of outside engineers, architects and
contractors, with significant contract values and consequences.
Effect of errors - potential for very significant costly error
exists; design errors and project execution errors can delay
installation and production and effect future business
growth/profitability, and create the potential for physical damage
and personal injury.
